About This Service

Climate Active Certification (Products & Services): What It Is and Why It Matters

Climate Active certification (products & services) is Australia’s only government-backed carbon neutral certification pathway for individual products, product lines and services. Administered by the Australian Government, it allows a specific product or service, rather than your whole organisation, to carry the Climate Active Carbon Neutral Certification Trade Mark, giving customers, retailers and procurement teams clear, independently validated proof that the emissions associated with that product or service have been measured, reduced and offset.

At Aqualis Carbon Advisory, our team includes registered Climate Active consultants, and we work confidently with the Climate Active Carbon Neutral Standard for Products & Services across any sector, from food and beverage and building products to professional and logistics services. Our engineering-led approach draws on life cycle assessment methodology aligned with the GHG Protocol Product Standard and ISO 14040/14044, so your product’s functional unit, attributable processes and emissions boundary are defined correctly from the outset.

Whether you are certifying your first product line or expanding certification across a broader product suite, we manage the full process end to end, including functional unit definition, life cycle assessment, carbon account preparation, offset selection, independent validation coordination, public disclosure statement drafting and annual reporting support.

Programme Requirements

What Climate Active Certification for Products and Services Requires

The Climate Active Carbon Neutral Standard for Products & Services is structured around five obligations. Each must be met annually to achieve and maintain a valid certification for your product or service.

MEASURE

Define a Functional Unit and Prepare a Carbon Account

Define a functional unit that describes your product or service, then identify every attributable process across its life cycle, from raw materials and manufacturing through to distribution, use and end of life. All attributable emissions must be included and the boundary transparently disclosed.

REDUCE

Emissions Reduction Strategy

Develop and maintain an emissions reduction strategy identifying the measures you will undertake to reduce emissions across the product or service life cycle, such as sustainable design, supply chain management and energy efficiency, before turning to offsetting.

OFFSET

Cancel Eligible Offset Units

Compensate for remaining emissions each year by cancelling an equivalent number of eligible offset units, such as Australian Carbon Credit Units, Verified Carbon Units or Verified Emissions Reductions, reported transparently against your product or service claim.

VALIDATE

Independent Validation

Your base year carbon account must be independently validated before certification is granted, with ongoing validation required at least once every three years. Products with a current, EN 15804-compliant Environmental Product Declaration may qualify for a streamlined validation pathway.

REPORT

Annual Public Disclosure

Publish an annual public report covering gross and net emissions for the base year and current reporting period, your emissions reduction strategy and cancelled offset units. For certified products and services, this report is automatically published on the Climate Active website.

Why It Matters

Driving Market Leadership with Climate Active Certification for Products

Certifying a single product line or service lets you make a precise, independently validated carbon neutral claim at the point of sale, rather than waiting for a whole-of-organisation programme. The benefits extend well beyond the trade mark itself.

Strategic and Commercial Drivers

  • Make a credible, government-backed carbon neutral claim on packaging, marketing and product listings without exposure to greenwashing risk
  • Differentiate a specific product line or service in a crowded market with independently validated carbon neutral status
  • Meet the growing procurement requirement from major retailers, government buyers and corporate clients for certified carbon neutral products
  • Build brand value through use of the official Climate Active Carbon Neutral Certification Trade Mark on the specific product or service
  • Fast-track certification where a current Environmental Product Declaration already exists, using the streamlined EPD pathway

Regulatory and Reporting Drivers

  • Climate Active certification produces a verified, government-recognised carbon account that gives you emissions data consistent with the requirements of mandatory AASB S2 climate disclosures
  • The underlying life cycle assessment and carbon account align with GHG Protocol Product Standard, ISO 14040 and ISO 14044, supporting broader sustainability reporting
  • Annual public disclosure supports the transparency and data quality expectations of investors, retailers and regulators
  • Provides a defensible evidence base for any Scope 3 supply chain emissions claims your customers rely on
  • Positions your product line as a credible leader ahead of tightening environmental claims regulation in Australia
Our Methodology

How We Deliver Climate Active Certification for Your Products and Services

We manage the entire certification process so your team can stay focused on the business. Our structured, five-stage engagement is designed to meet the requirements of the Climate Active Carbon Neutral Standard for Products & Services efficiently and without unnecessary complexity, for any product category or service type.

01

Functional Unit and Boundary Scoping

We work with you to define a clear functional unit for your product or service, map its life cycle from cradle to grave or cradle to gate, and identify every attributable process that must sit within your emissions boundary.

02

Life Cycle Assessment and Carbon Account

We collect activity data across the product or service life cycle, apply credible and reliable emission factors from sources such as the National Greenhouse Accounts Factors and AusLCI, and calculate your complete carbon account for the base year.

03

Reduction Strategy and Offset Advice

We prepare your emissions reduction strategy, covering sustainable design, supply chain and process improvements, and provide independent, unbiased guidance on selecting and cancelling eligible offset units for your residual emissions.

04

Validation Coordination

We coordinate with an accredited independent validator to complete the base year validation required for your application, including the streamlined pathway where a current Environmental Product Declaration is already in place.

05

Application and Annual Reporting

We prepare your public report and application package for submission to the Australian Government, then provide ongoing annual reporting support so your product or service certification stays current year after year.

Common Questions

Frequently Asked Questions

Have questions about Climate Active certification for a product or service? Here are the questions we hear most often from Australian businesses considering certification for a product line or service offering.

The timeline depends on the complexity of your product or service life cycle and the availability of activity data from your suppliers and operations. For a straightforward product or simple service with reasonably accessible data, the process from functional unit definition to application submission typically takes four to seven weeks, covering life cycle assessment, carbon account preparation, independent validation and public report drafting. Complex products with extended supply chains, or services with many attributable processes, may take longer. If you already hold a current Environmental Product Declaration, the streamlined pathway can significantly reduce this timeframe. We provide a clear project timeline at the start of every engagement.
A functional unit is a quantified reference unit that describes what you are certifying, such as one kilogram of packaged product, one box of twelve bottles, or one year of a subscription service delivered to a single customer. It is the foundation of your entire carbon account, because every attributable process along the life cycle is measured against it and it determines how your emissions results are normalised and compared year on year. Getting the functional unit right at the outset avoids costly rework later, and it is one of the first things we define with you during scoping.
In many cases, yes. If your product holds a current, registered Australasian Environmental Product Declaration compliant with EN 15804, its carbon account and verification can generally be used as the basis for your Climate Active application through a streamlined process, subject to some adjustments for global warming potentials, renewable energy accounting and supply chain treatment to align with the Product & Service Standard. We review your existing EPD against these requirements and advise exactly what additional work, if any, is needed to reach certification.
Only offset units listed in Appendix A of the Climate Active Carbon Neutral Standard for Products & Services are eligible. These include Australian Carbon Credit Units issued by the Clean Energy Regulator, Verified Carbon Units from the Verified Carbon Standard and Verified Emissions Reductions from the Gold Standard, among others. All cancelled units must have a vintage year of 2013 or later. We provide independent, unbiased guidance on selecting offset units that suit your product, budget and timeline. We do not sell or broker offsets, so our advice is entirely objective.
Maintaining Climate Active certification requires an annual cycle of obligations. Each year you must publish an updated public report covering your gross and net emissions, emissions reduction activities and cancelled offset units. Independent validation of your carbon account is required at least once every three years. If your carbon account changes materially, for example through a new supplier, packaging change or a shift in production volumes, a base year recalculation may also be required. Aqualis offers annual certification maintenance packages to manage this cycle on your behalf, so your certification stays current and your reporting obligations are met on time.
